Civil service early retirement means claiming before your pension age, and the pension is cut; the size depends on your section and age.

Every civil service section lets you claim early from a minimum age, but a pension paid early is paid for longer, so it comes out smaller. Two free tools on the scheme's website, its online modeller and its Early Retirement Estimator, show the cut for your own record, and if you also have a defined contribution pension, MoneyHelper's Pension Wise service explains the options for that money free. An FCA-authorised adviser can weigh an early civil service start against your other money in a single call, which this page's short form arranges free.

Civil service early retirement ages by section

The Civil Service Pension Scheme says you can claim any time after your section's early retirement age, which depends on your section and when you joined:

SectionEarliest you can claimPension age, with no early reduction
alpha55The later of 65 or your State Pension age
nuvos5565
premium50 if you joined before 6 April 2006, otherwise 5560
classic50 if you joined before 6 April 2006, otherwise 55Usually 60; some members have a lower pension age

Classic plus has the same earliest ages as classic and premium. The scheme's classic guide describes pension age as "the earliest that you can usually take your pension without it being reduced for early payment", and its alpha overview says alpha's is "the later of age 65, or your State Pension age". That means an alpha pension age can move if State Pension age does.

You do not always have to stop work completely. You can claim after you have left employment, or by taking partial retirement, where you carry on working if your employer agrees. For classic, that means agreeing to "reshape" the job so that pensionable earnings fall by at least 20%.

The standard minimum pension age rises from 55 to 57 on 6 April 2028, but the scheme's page on the change says most existing members keep their current age. Premium, nuvos and alpha stay protected at 55 for members who joined between 6 April 2006 and 3 November 2021, and classic, classic plus and premium stay at 50 for those who joined before 6 April 2006. Alpha moves to 57 only for members who joined from 4 November 2021, and members affected by the 2015 Remedy (McCloud) keep a protected age of 55 in alpha even if they joined from 1 April 2022.

How much is a civil service pension reduced if you retire early?

The reduction is called the early payment reduction. The scheme's alpha guide explains that an early pension is likely to be "paid for more time than was originally intended", so it is reduced to take account of the extra time. The earlier you claim, the bigger the cut.

The size comes from an actuarial factor, not a flat percentage. The scheme says the factors are worked out by its actuaries "using assumptions such as life expectancy", chosen by your age and how early you claim, and that the factors can change on the actuaries' advice. A preserved pension you left behind when you stopped working is reduced in the same way if you claim it early.

For classic, premium and nuvos, the Government Actuary's Department guidance for scheme administrators gives the working: early retirement pension equals the unreduced pension multiplied by a factor, taken from a table that depends on your section and pension age. In classic, the automatic lump sum is multiplied by its own factor. This is guidance written for administrators rather than members, so treat the scheme's own figures as the answer for you.

For scale, the same department's factor workbook for the scheme (version 2026-01, factors issued 29 June 2023) multiplies the pension of an alpha member whose pension age is 67 by 0.568 if it is claimed at exactly 55, and by 0.700 at exactly 60. For a classic or premium member with a pension age of 60, the factor at exactly 55 is 0.806, and a classic member's automatic lump sum is multiplied by 0.92; early retirement pension reductions sets these beside other public schemes. Factors are read to the month and can be revised, so the modeller or estimator gives your own figure, and putting a reduction beside your other income and tax is a job for an adviser, whose free call-back can be requested using this page's form.

What if you moved from classic, premium or nuvos into alpha?

Your pension may then sit in more than one portion, and each portion has its own pension age. The scheme's alpha guide says a separate portion with your earlier pension age "will affect the level of reduction, and if it is paid after your PCSPS NPA, the pension will not be reduced".

Minimum ages can differ too. The scheme says if you joined its earlier sections before 6 April 2006, that part of your pension can be paid from 50 if you have left employment or partially retired, but the alpha portion cannot be claimed before 55. If you retire at 55 and are still short of every pension age, every portion is reduced; claim between the ages and some portions may be reduced while others are not. Your section decides which applies, and how each section builds a pension sets out the sections side by side.

Can you buy out the early retirement reduction?

For alpha, there are two routes, both set out by the scheme.

The first is a lump sum. The scheme says you can make a lump sum payment to buy out the early payment reduction, with an online tool on the Civil Service Pensions website to work out the cost.

The second is the Effective Pension Age option, EPA. During your career you pay extra contributions, on top of your normal alpha contributions, to build an EPA portion that "can be claimed a number of years before your alpha NPA without an early payment reduction". The main points:

  • You choose NPA minus one, two or three years, though age 65 is the earliest an EPA portion can be paid without reduction, which can rule out some options.
  • The EPA portion builds at 2.32% of pensionable earnings for each year of membership, and the scheme says contributions are higher the earlier you want your full pension and the older you are.
  • Only the EPA portion is protected. Your main alpha pension is still reduced if you claim before NPA.
  • It starts on 1 April, you apply before an annual deadline, and you commit until the end of that scheme year on 31 March.
  • If your State Pension age rises, the age EPA is payable without reduction rises with it, because the option is set as years before NPA.

The cost, the deadline and who can buy it vary by year and by member, and you cannot buy EPA if you have bought the maximum alpha added pension. See civil service pension rates for what else you can pay for. An adviser can say whether buying out the reduction makes sense with your age and plans; you can request that call on this page.

What happens to your pension under an employer-led early exit scheme?

Some departments run exit schemes under the Civil Service Compensation Scheme. The scheme's factsheet says this can be a Voluntary Exit, or a Voluntary or Compulsory Redundancy, and that "The options you receive will depend on the type of exit scheme your employer has offered, the scheme you are a member of, how long you have been in the scheme and your age at your exit date."

The pension side works like this, according to the same factsheet:

  • Under minimum pension age, or choosing not to claim, your pension is preserved and held until you choose to claim.
  • Over minimum pension age, you can take your pension immediately on a reduced basis.
  • Over minimum pension age, you can instead use your compensation payment to buy out the early payment reduction. If the payment covers the full cost, what is left is paid to you as a lump sum. If not, you or your employer, at their discretion, can make additional payments.

Tax may be deducted from compensation, and the scheme keeps part of the payment if it is used to buy out the reduction or buy added pension. Your employer decides whether an exit scheme is open to you.

Weighing an early start against waiting

Whether it pays depends on your own income, health and plans. What to weigh:

  • Paid for longer, but smaller. The reduction takes account of the extra years it is expected to be paid, so starting sooner means income earlier from a smaller pension.
  • Lump sum. The alpha guide says the option to exchange pension for a lump sum is based on your pension after the early payment reduction. Your civil service lump sum will therefore also reflect the cut.
  • Working again. If you retire on classic, classic plus, premium or nuvos benefits and are re-employed by a Civil Service employer, the scheme says your pension may be abated.
  • Waiting. Each year closer to pension age shrinks the reduction, and taking a pension early or waiting weighs the choice. For the scheme's wider value, see whether the civil service pension is good, and for stopping work early in general, retiring early in the UK.
  • Health. If your health stops you working, a different route, ill health retirement, may apply, and the scheme can say whether you qualify.

How do you claim your civil service pension early?

The scheme sets out these steps. If you still work in the Civil Service, talk to your employer about a planned retirement date, and the employer requests a quote. If you have left and have an unclaimed pension, you complete a change of details and retirement form. Tell the scheme about 4 months before your planned date. You get a quote around 2 months before, with an option form and personal details form.

If your complete forms arrive at least 1 month before your retirement date, any lump sum should be paid shortly after you retire. The first pension payment comes a month after, and then monthly in arrears. Members affected by the 2015 Remedy (McCloud) also get a choice about how part of their benefits are calculated.

Points civil servants raise before going early

Can civil servants retire at 50?

Only in some sections. The scheme gives 50 for classic, classic plus and premium members who joined before 6 April 2006; alpha and nuvos start at 55. Those ages are protected, so the April 2028 rise to 57 does not touch them; in alpha it applies to members who joined from 4 November 2021 and are outside the 2015 Remedy.

Is the early reduction the same in alpha as in classic?

Not necessarily. The factor depends on your section, pension age and how far below it you claim, and each portion of a pension can be reduced differently. Your quote shows your own figure.

Can you cancel EPA once you have started?

Yes, with effect from the end of the scheme year on 31 March. You keep the EPA portion already built up, and it is adjusted each year in line with prices.

Does early retirement cut a partner's pension?

Guidance from the Government Actuary's Department, written for administrators of classic, premium and nuvos, says the early retirement reduction on the member's pension does not apply to dependants' benefits that may be payable in future. It covers those three sections only, so alpha members should ask the scheme to confirm; partners' pensions are set out in what a Civil Service pension pays on death.

Who can talk through whether to retire early?

The scheme and MoneyHelper both give free guidance, and the scheme quotes your actual figures. Anyone wanting to talk through retiring early beside their savings and tax can leave a number on this page and be phoned back at no cost by an FCA-authorised adviser.
